SANCA Western Cape’s Management Committee, which comprises the Regional Director, the Assistant Director and five managers or supervisors, is responsible for the daily running of the organisation and the development of needs-directed services. The managers, who are highly regarded as experts in the field, have many years of experience and are all qualified social workers, are responsible for the overall implementation of services as well as the supervision and in-service training of service delivery staff. Their responsibilities also include the development and rendering of capacity building and training services to other professionals and members of our local communities.
Direct services from SANCA Western Cape’s six branch offices are rendered by a staff complement of 18 social workers, all of whom are registered with the South African Council for Social Service Professions and have specialised in the field of substance abuse. Service delivery staff are supported by seven administrative support staff who are responsible for a range of financial and secretarial tasks.
SANCA Western Cape is also responsible for a number of additional contractual programmes rendered by a multi-disciplinary staff team comprising a clinical psychologist, nursing sisters, social workers and an occupational therapist. Other auxiliary staff, who work on a sessional basis in treatment and prevention programmes, include community development workers, lay counsellors and service volunteers.

Financial matters
SANCA Western Cape, a registered Non-Profit Organisation (002-912 NPO) and Public Benefit Organisation (PBO 18/11/13/3062), is also registered for fundraising purposes in terms of Section 5 of the Fundraising Act [Act 107 of 1978].
A subsidy from the Department of Social Development, the organisation’s primary source of income, covers approximately 55% of gross expenditure. The National Lottery Distribution Trust Fund (NLDTF), the Community Chest of the Western Cape, a range of corporate donors, trusts and foundations and clients with the ability to pay a nominal fee for services, supplement SANCA Western Cape’s income. Although there are affordable prescribed fees for prevention, training and counselling services, no client who cannot afford to pay for services is ever turned away.
The organisation has stringent financial management systems in place that are carefully monitored, on a monthly basis, by the Board of Management and the Management Committee. Financial controls include an annual budget that is approved by the Board, the careful monitoring of monthly income and expenditure and an annual external audit conducted by registered accountants and auditors, Valentine Sargeant. Audited financial statements are prepared and distributed annually and each donor receives a Section 18A Tax Exemption Receipt.
